Bogusław Ludwik Smólski (born May 29, 1947 in Racibórz) is a professor of technical sciences, a specialist in microwave electronics, interferometry, microwave technology, and radar technology. Brigadier General of the Polish Army, former Commandant-Rector of the Military University of Technology, and first Director of the National Centre for Research and Development (2007–2010).
He graduated from the Faculty of Military Electronics at the Military University of Technology in Warsaw in 1970. In 1977, he obtained his doctorate and in 1981 his postdoctoral degree from the Faculty of Electronics at the Military University of Technology. In 1992, he was awarded the title of Professor of Technical Sciences by the President of the Republic of Poland, Lech Wałęsa.
From 1985 to 1993, he was Commandant-Dean of the Faculty of Military Electronics at the Military University of Technology, and from 2003 to 2007, Rector of the Military University of Technology. In 1997, he was promoted to the rank of Brigadier General.
From 1990 to 1993, he served as an advisor to the Minister of Communications. From 1993 to 2003, he held senior positions at the Ministry of National Defense, including Director of the Ministry of National Defense’s Development and Implementation Department and Ministerial Counselor. From 2001 to 2002, he was a member of the Telecommunications Council, and from 2003 to 2006, he was the Chairman of the Higher Education Committee of the Council of Higher Military Education and Science. In 2007, he served as the Minister of National Defense’s Plenipotentiary for Military Education Reform and a member of the Presidium of the State Accreditation Committee. From 2007 to 2010, he was a member of the Team for Awards of the Prime Minister of the Republic of Poland.
Since 1983, he has been a member of the Committee on Electronics and Telecommunications of the Polish Academy of Sciences. Since 1993, a member (and vice-chairman from 1993 to 1995) of the Polish Branch of the Institute of Electrical and Electronics Engineers (USA). From 1994 to 2000, a member of the Applied Research Commission of the Committee for Scientific Research. From 1995, a member, and from 2001 to 2006, chairman of the Board of Directors of the Polish Branch of the Armed Forces Communications and Electronics Association (USA). From 1996 to 1998, a member of the Council of the Agency for Technology and Engineering. Since 1995, he has served on the Scientific Councils of the Institute of Communications and the Air Force Institute of Technology. Since 1997, a member of the Scientific Council of OBRUM Gliwice, and from 1999 of the Scientific Council of the Industrial Telecommunications Institute, its Chairman from 2003 to 2007. From 2000 to 2006, he was a member of the Scientific Council of the Military Institute of Communications, and from 2003 to 2011 of the Scientific Council of the Maritime Technology Center.
Since 1982, he co-organized and served on the Scientific Committee of the International Conference on Microwaves MIKON. Since 2003, he has been a member of the Program Committee of the European Radar Conference EuRAD.
Since 2004, he has been a member of the Presidium of the Conference of Rectors of Academic Schools in Poland (KRASP), and since 2005, Chairman of the KRASP Science Committee. From 2004 to 2007, he chaired the Conference of Rectors of Polish Military Universities. He was the Coordinator of the Consortium of the Polish Technological Platform for Security Systems and Chairman of the Scientific-Industrial Team of the Armament Council of the Ministry of National Defense until 2007.
From 2007 to the end of 2010, he was the organizer and then the first director of the National Centre for Research and Development.
Member of the Council of the Faculty of Electronics and the Senate of the Military University of Technology. Since 2012, member of the Executive Council of the Euro-Atlantic Association. Since 2013, Chairman of the Scientific and Advisory Council of PIT – RADWAR S.A. In 2015, he was elected Chairman of the Committee on Electronics and Communications of the Polish Academy of Sciences.
He is the author or co-author of five academic textbooks, approximately 100 scientific articles and papers, and eight patents. He has supervised nine completed doctoral dissertations and reviewed numerous doctoral and habilitation dissertations, as well as applications for the title of professor.
He has been awarded, among others, the Officer’s Cross of the Order of Polonia Restituta, the Knight’s Cross of the Order of Polonia Restituta[1], the Silver Cross of Merit, the Belgian Knight’s Cross of Merit de L’Invention, the Euro-Atlantic Medal, the Honorary Medal of the Association of Polish Inventors and Rationalizers named after Tadeusz Sendzimir and many departmental medals.
